I wrote my own QOI decoder called "qoiff"; it is capable of loading the test files OK (currently no encoder is included, but in future it might be). It is included in my "Farbfeld Utilities" package, which is in a Fossil repository: http://zzo38computer.org/fossil/farbfeld.ui
