plo: stuck after passing `app`/`copy` command

The problem occurs in 1 of ~15 test runner campaigns
Details described below are based on imxrt117x-evk target, but the issue seems to present either on imxrt106x-evk and zynq7000-zedboard. It's verified that on zynq7000-zedboard plo stops in the same place.
Phoenixd starts correctly before passing a command (Starting a message dispatcher... message and then the command in plo is passed)
Phoenixd seems to work properly, it's blocked in select() function: https://github.com/phoenix-rtos/phoenix-rtos-hostutils/blob/bad58294100a8c061b418cf97d8a0a87c399e02f/common/serial.c#L73 (verified by gdb)
Plo stops in the following while loop: https://github.com/phoenix-rtos/plo/blob/7b0150aaad441a9b15573f6b7e1ab410823a8836/devices/usbc-cdc/ctrl.c#L284 (verified by gdb)

As @gerard5 mentioned it's probably the matter of handling usb events in plo.
