Suit power regeneration #34

We will also need to make it possible to see the health, weapon selection, flashlight and ammo without the HEV suit.

Console commands needed:

sv_aura_regeneration - to enable/disable regeneration
sv_aura_regeneration_rate - how fast the suit power regenerates
sv_aura_regeneration_wait - how long to wait before regenerating the suit power after being damaged

We will also need to play a sound when:

the suit power starts recharging
while it's recharging
when it finishes recharging
