Potato.Tools.NetworkConsole outputs to debug directory #72

The network console has dependencies on Procon.Net and Procon.Core, but is currently being output to the main debug folder.

This is not a problem for building releases, but it is a problem for distributing Debug builds of the software.

The output folder for debug builds should be altered so the main Potato.exe service build can be distributed.
