Capitalizes source language names from AA in the index and in the raw source.

Also, adds <>'s for marginals that were not tagged. Before, all borrowed sounds were tagged as marginal, but the noted marginals without reference to borrowing were not tagged. See:

@drammock -- not a very nice looking diff, since every row is changed. Feedback welcome.

do you need to regen the data after this change? GitHub won't show me the diff on phoible.csv so I can't easily confirm whether a regen is needed.

@drammock -- that's why those two changes were weird -- the data had already been regen'd correctly. should be good to go.
