Version 4.5 does not work on windows 10 64bit,tried many time to install it but continuously throwing error

If you look at the open issues, you will see that this is a known problem. Also, there are no plans to address it as Adobe is no longer maintaining it.

There is a comment on that issue about a fix, but you would be better off just using the CLI directly.
