Enhance PhoneGap to use Cordova 10.0.0 and be compatible with Android-10 (API Level 29) required on November 2nd 2020

Adobe is no longer supporting PhoneGap nor the PhoneGap CLI. The only 'real' feature that the PhoneGap CLI added with integration with PhoneGap Build (which is also closing down or has closed). You should use the Cordova CLI directly.
