How to update FCM_VERSION? #2812

Hi I'm using the plugin, installed it via phonegap and in my config.xml the plugin looks like this

My question is, how do I change the FCM_VERSION to say 18.0.0? I tried changing it directly on the config file but when I build to android the version goes back to 11.6.2 in the build.gradle file.
