Set cordova-support-google-services to Version 1.3.2 #2851

Fixes build errors because of a new Gradle 4.0.0-alpha01 Version. It is now clamped to a 3.+ Version.

How Has This Been Tested?

I used Phonegap Build and the build succeeds now.
