Purchase Code Signing Certificate for Desktop App #155

Determine best option for purchasing an official code signing certificate for the PhoneGap Desktop App.

I'll assign this to myself to see whether there is an existing Adobe certificate that we can/should use.

We've now found the right team that's able to assist us in signing a standard Windows app. During the process, we've verified that we cannot submit the PhoneGap Desktop app to the Windows Store - the while the Windows Store accepts Electron-based apps, the functionality is limited and unacceptable for our needs.

@purplecabbage anything blocking on this? I can push the thread forward if you have any requests. It would be nice to use the new signing cert for the upcoming template release.

Its just a huge hassle. All of the research and documentation done to date was wasted time. I wish we could just buy a cert... As it is, the CI needs to be set up because the signing machine needs a static ip and has to be reachable by host name. Most of the details are not discussable in public on github.

@purplecabbage is kicking this over to the Desktop team. There is actually a lot of work that's required because our CI server must be integrated with the Adobe signing system. We'll cover this in a future desktop future.
