Adding srsRAN Project 23.10.1 as new testsuite #301

Hey @michaellarabel

this PR bumps the srsRAN release for 23.10.1 and also add parallel tests for the DL. I've noticed the current results are quite outdated and don't have the parallel downlink tests enabled.
