Add VVC VTM test profiles #63

VVC (Versatile Video Coding) is the successor of HEVC and now in active development. Adding a encoding and a decoding benchmark profile would be great!

Checked it out briefly yesterday. It's slow and doesn't seem to be too well multi-threaded yet so doesn't seem too interesting for me personally so not bothering packaging it myself until it matures but I am fine with accepting any patches for the test profile for those interested in the test.

They will be merging JVET-N0857: slices/tiles/bricks soon, which should add a lot of threading options. It would start to get interesting to track it's performance.

The Doom9 thread is a good resource for commandlines and options.
