Define labels and publish to all repos

We should define a set of labels that should be available in all repos.

Set default labels for organization: https://github.com/organizations/phovea/settings/labels

Type

These labels indicate the type an issue or PR. We can also provide differrent issue and PR templates depending on the type (see #165).

• type: deployment - Issues regarding the deployment - #9e675a

Status

These labels indicate the status or stage the issue or PR is in the workflow.

• status: duplicate - This issue or pull request already exists - #cfd3d7
• status: wontfix - This will not be worked on - #ffffff
• status: help wanted - Extra attention is needed - #0e8a16

Priority

These labels express the urgency of an issue.

• priority: low - #f9d0c4

• priority: blocker - Production system is down - #fc027f

Release

These labels are attached to PRs only and indicate the next version number.

• release: patch - PR merge results in a new patch version - #f4defc
