Create utility commands

Addresses #15

Created utility commands to easily run server, webpack, and interactive shell WITHOUT Heroku or Gunicorn. See https://github.com/phoxelua/bettermint/wiki/Developer-Guide for how to use/test.

Also, minor nits:

• Refactor imports
• Removes stupid utf stuff at top of the file since it doesn't guarantee anything and is ugly
