The link works for me, but it is HTTP only (no HTTPS) are you behind a corporate firewall or something?

For me it is (the linked URI, as well as the document).

Then I don't know why Firefox was complaining earlier

Oops, that was apparently cached behavior in Chrome. The link should point to https://gnome.pages.gitlab.gnome.org/libxml2/devhelp/libxml2-xmlerror.html.
