Update to 7zip 24.07 #19

I've downloaded the 7z file from https://7-zip.de/download.html, and updated the 3 relevant files.

Note that this is completely untested so far. 7zip is used for packaging the snapshot builds, and also for PGO training; and maybe there are other uses in the SDK.
