Also removes all of the old generation stuff from the repo.

Needs php/doc-base#174 to be completed and generation to be added to the systems repo (php/systems#64).

The pt_BR translation data is not showing up after this commit.

Sorry about that, missed a place where we needed to lowercase pt_BR to pt_br which meant it wasn't being processed correctly. All fixed now.
