Remove unused cron package-stats.php #57

This cron job was once used to update the downloads stats. It was refactored and removed via 99d87e9a837a1d00874ee2ccb64e270d96a45857

Also the upstream original application pearweb where peclweb was created from doesn't use it anymore for a while: https://github.com/pear/pearweb/commit/ef71efacc27ce37cd6b0b045de925ca1c0f943d6
