plugins links to configuration don't always work #903

I noticed it on the "Recaptcha V3" plugin.

it targets the anchor on the config page, but they don't match, probably because there's a space.

The link from the plugins page "Recaptcha V3 Settings" works for me with phplist 3.6.10.
