Increase the size of the modifiedby field #976

Description

A previous change increased the size of the loginname field on the admin table to 66. The modifiedby field should have been increased at the same time as it holds the loginname of the person making a change.

Currently an admin update fails if the loginname of the person making the change is longer than 25 characters.
