Retry if composer fails (github) #29

Just a note, this only applies to when it fails to connect to github whilst running composer, it doesn't prevent it when it does the initial cloning.

The issue we are seeing is with initial cloning, not with composer :)

  1. This still doesn't hurt
  2. I've seen it on both
  3. As I said to VSE on phpBB, this used to happen very occasionally anyway so this solves that and means builds don't error due to temp. connection issues.
