Prompt to download Viglink language files plus new command to put them into place #70

The idea for this change is:

Some users don't have the Viglink language files in their language packs
It isn't in the official phpBB3 download
A new command is added (php translation.php download --files=phpbb-extensions/viglink --phpbb-version=3.3) which will download the latest Viglink language files from GitHub and pop them in the 3.3/en source directory.

This is to close #39

@Crizz0 I put some more comments at https://github.com/phpbb/phpbb-translation-validator/issues/39 - let me know if you have any ideas on how it can be improved, with regard to that scenario I mentioned about the Viglink files not existing in either the en origin or the user generated language pack
