This can close off #72

Migrated the Travis CI to the new GitHub Actions. Tested on my fork at https://github.com/battye/phpbb-translation-validator/runs/4420846734?check_suite_focus=true and it looks good. The only thing I can't test until it's merged into master is the build passing badge, but I'm sure it'll be fine.
