Github services as being deprecated in favor of web hooks. I believe we currently use several services, so we'll have to investigate moving them to web hooks.

Closing here and moving to https://github.com/phpmyadmin/phpmyadmin/issues/14287 since this is more about our entire infrastructure than about our scripts repository. I don't want to cause confusion by having it seem to be related to 'scripts'.
