ShootOFF only allows targets to be configured. #6

Should add GUI and command line configuration options for:

  1. Debug mode to get debug messages (only set from cli)
  2. Shot detection rate
  3. Laser intensity
  4. Shot marker size

Can configure via command line, file, or GUI now.
