Distribute a portable phrase cli for Windows #98

Hey there, It could help us to adopt Phrase if a portable Phrase cli was distrubuted for Windows OS.

After investagion, adding the .exe file in the path is enough. so the setup is not required Maybe you could complete installation documentation

Hey @vincent-petit, could you maybe elaborate a bit on how this would work best for you, or do you have an example? As you've already suggested adding the exe to the path works or alternatively, there is also an installer, which automates this step https://github.com/phrase/phrase-cli/releases/download/2.4.4/phrase_windows_setup.exe
