Add pa11y accessibility check #2

Followed instructions here: https://accessibility.civicactions.com/posts/automated-accessibility-testing-leveraging-github-actions-and-pa11y-ci-with-axe (this requires npm)

Fixed Liquid error by updating the exclude tag in _config.yml from following the instructions here: https://jekyllrb.com/docs/troubleshooting/#configuration-problems
