Improve docs generation process #30

1. Tolerate missing tools dependencies by disabling the building of the
affected components if necessary.

2. Update the NSIS script to tolerate missing components by excluding the
relevant installer sections.

3. Insert a check for VS Express Edition and disable installation of VS
Help integration in that version.  At least until we can clear up any
possible VSIP licensing issues.

Can someone with Express Edition installed verify that the MbUnit installer 
won't let
you install the help docs?
