Installer: Support installing MbUnit for current-user only #48

Currently the installer forces an install for all users.  (That's better
than only half-supporting current user installs.)

To support installs for current user we need to add a custom page to the
NSIS installer to prompt all users / current user and SetShellVarContext.

I'm not sure the TD.Net add-in supports reading test framework
configuration values from HKCU in the registry.  So we might have to work
with Jamie to fix this since for current user installs we obviously can't
write to HKLM.
