Core + Runners: Support [Explicit] attribute #49

Need to figure out how best to enable Explicit test execution.  The way
MbUnit v2.4 does it isn't very satifying as it assumes that since filters
have been set we should run all explicit tests that match those filters.

It's not clear to me we can do much better than that though...

IsExplicit is now supported by the infrastructure and various plugins but 
missing in
the MbUnit v3 framework currently.
