Risk assessment roxygen tag #108

added @riskAssessment roxygen tag as an available option.

This is a way to allow tracking and recording of risk assessments of requirements in roxygen tags that can be scraped and tracked easily and in a consistent place. this can also lend itself to fuller tracking of overall risk of the package for {riskmetric} to capture.

I see 2 as low hanging fruit that we can scrape and record - I think 1 would be interesting but maybe not immediate need?
