Config package name

[thebioengineer]

when creating the validation.yml, get package name.

• user can set package in command

  but if not set:

• if in a package, uses the description file to get the package name
• if not in a package and interactive, asks user for name
• if not in a package and not interative, sets package to ""

access package name via get_config_package()
