fixes to the news generation/scraping as identified in #84

wondering what is the use case where NEWS exists but not in a package structure?

Figured there are cases (we need to do this) to track updated to validation reqs, test cases and code for when validating external code. figured giving this availability wasnt a bad thing since we want to support validate outside the project.
