[feature request] support notifications #16

A variety of plugins utilize the notification message type to relay important messages. Time tracking, valuable drops, watchdog, idle notifiers, etc. Text to speech is great in conjunction with notifications, and many use the text-to-speech plugin to sound them when they are AFK.

Here is a link to where the TTS plugin reads notification messages, if this helps.

We have considered allowing other plugins to use natural speech tts features if available. But I don't think that we have considered reading all notifications as tts. Good shout! We are currently finishing up 2.0.0 which is already massive but I can see this being added in the next version.
