Make NPC over-head speech generation separate from "Dialogs" #3

I want to have TTS enabled when I have conversations with NPCs, but I also want to disable over-head speech from NPCs. Right now, I get "Zzz" from sleeping cats, and "Cor blimey mate, what are ye doing in me pockets?" over and over from master farmers, and I can't disable that without also disabling speech when in a proper conversation with an NPC.
