As of PR #71, skipped phyloreferences are back: we skip any phyloreference that does not have an expected resolution (although we continue to report if it resolves to any nodes anyway). This is distinguished from TODO phyloreferences, which are those with an expected resolution, but which have a publication status (like "draft") that indicates that the curator does not expect them to resolve correctly. This issue is therefore incorrect: skipped phyloreferences do occur and should be reported. Closing.
We currently distinguish between "TODO" phyloreferences and "skipped" phyloreferences in the test results. However, phyloreferences are no longer recognized as "skipped" as a separate category. This should be eliminated from the status line and the code.
