Introduces Statement of Need section #96

Also slightly changes a few other parts to make it all go together well.

This is in response to reviewer comments and supersedes #91.

(Note: make sure to change base branch to master after #95 is merged.)

I don't know how to get to the identifier for previewing the preview-rendered version of the paper (and the link in #91 no longer works), but here's a PDF produced by the preview compiler.
