When using the pre-check command with an unprocessed package, the user receives the unprocessed state; however, it does not seem to actually trigger the download queue.
How To Reproduce
Steps to reproduce this behavior:
Run phylum pip install <some unprocessed package/version>
See message
Run phylum package <same package info>
See the "Thank you for submitting" response as this is the first time it was actually submitted

When pre-check is used and the package is unprocessed, submit that package from download
