Add code of conduct, PR template, and security policy #12

These items were missing from this repository as can be seen on the Community Standards page.

This does not fix every item on that page, but it is a good start.

Not much of a PR template since the comment won't show up when creating a new PR...but maybe the goal here is simply to have a template file in place.

The comment shows up when writing the PR, which is the entire point. It's simply a checklist for the author to remind them of how to write a good PR.

Sure enough...it does...weird...and will teach me to guess about how these get displayed!
