feat: add client side redirects #91

This change adds the official Docusaurus plugin-client-redirects plugin, as discussed in the https://github.com/phylum-dev/rules/pull/445 PR comments. Doing so ensures the existing links that haven't been (or can't be) changed will continue to work. These links could exist anywhere, but the known locations include:

The Phylum GitHub App did not run as expected. Well, it was kind of expected. @louislang reported a delayed toggle of this repo (but ultimately I thought it went through?)

A local scan was performed and the results are still processing came back clean.

I thought it was toggled on. Just went and verified and documentation was not monitored. Toggling it back on seems to indicate "success" (I get a 204 repsonse from the API instead of the 500 like we were seeing before). However, reloading the page shows the documentation repo no longer monitored 😕

Any ideas @phylum-dev/user-components?
