Create .qix files for all shapefiles

What steps will reproduce the problem?

What is the expected output? What do you see instead?

The shp files downloaded in the data directory are missing .qix files. The 
imposm-branch/data/Makefile should call "shptree <filename> 8" for each file 
after unzipping it.

What version of the product are you using? On what operating system?

imposm-branch r53
