Piece download from webseed failed: 3990 #104

Thank you for writing and providing osm2garmin.

This is about OpenStreetMap Garmin Maps Generator 1.1.250, version for Linux, 
run under Fedora 18. Anyway, more recent version 1.1.255 run under Windows 7 
has the same problem. The following message is produced repeatedly:

The software used to work for me correctly earlier. Here is the whole output 
(for Linux version):

Dear user, your problem is most probably caused by broken download of the 
update file no. 3990. To fix it, please delete both files 
replication/hour/000/003/990.osc.gz and 
replication/hour/000/003/990.osc.gz.sha1 (paths are starting from your 
Osm2garmin working directory) and restart Osm2garmin.

This issue was updated by revision r266.

Delete downloaded piece and it's hash when verify failed.
This could possibly fix the problem reported in Issue 104, Issue 106 and others.
