Fix compiling without mbedTLS #1969

What does this implement/fix?

Properly guard X.509 functions to allow compiling FTL when mbedTLS library is not available on the host
Enforce minimum version of mbedTLS (3.5.0)

Note: This PR fixes a harmless warning concerning READLINE introduced in #1956
