PORT Issue: 31400 Not Open, rest Open #154

Hello,

I am setting up Pi and I have opened ports for the range 31400-31409. The Ports from 31401-31409 shows that they are open, but only 31400 says it's not open.

I have opened the same on the Firewall as well.

Any fix that I can look at?

please run docker ps -a

if you see node-port-test down and consensus is running it is normal
