Your screenshot tells us that you are running Docker on Windows with the Stellar-Dummy container listening on ports 31400-31409. We need more info in order to help you. Are you running Docker Desktop or Docker Toolbox? Have you configured your router to forward ports 31400 - 31409 to your PC on your local network? Have you allowed the ports through your personal firewall? have you checked if the ports can be reached from outside of your local network? (I use https://www.ipfingerprints.com/portscan.php to double-check if the Pi node's built-in checker reports odd results) What does your Node Troubleshooting page show?

Your setup looks good - so no need to worry!! -- All you have to do now is to leave the PC in this state and wait for your setup to be recognized as a viable node candidate on the network -- this could take a while. Once that happens, the consensus container will be pushed down to your PC. The Stellar-dummy (listener) container will then be unloaded automatically and the consensus container will be loaded in its place.

I use the ipfingerprint port scan to check, the states shows filtered for all port. Is this normal or not
