Found a serious problem in generating helptags. Maybe I should use Vim's help-translated mechanism.

Note:

Help files must use latin1 or utf-8 encoding.  Vim assumes the encoding is
utf-8 when finding non-ASCII characters in the first line.  Thus you must
translate the header with "For Vim version".

It seems like help pages cannot cross reference to another language. So... just put them there and mention "Hey we have both Chinese and English documents!" in README.
