Prevent from `Officer` rank to modify `HICOM`'s xp #72

I think it's quite logical that officers should not be permitted to modify HICOM's xp, as well HICOM rank to Owner's xp. I'd be glad to see it's happening.

And no, it doesn't exist already, I checked it multiple times, and it seems officers are able to modify HICOM & Owners ranks ^
