Well, I can see the policy describing how to create the documentation.

But how do I read, explore and search through it (as user) ?

In Xcode: Help->Developer Documentation.

You can search for the item you need or select the docset (Mac or iPhone) from 
the toolbar menu (the one with 
the house icon).
