Dragging to change plot space range causes scaling #173

When you drag the plot space in CPTestApp, it should translate. The current 
behavior causes the range to scale when the mouse is near the top of the plot. 
This was not always the case, so it must have been introduced by a recent 
update.

This issue was introduced in revision 8e7a986dd360ea56ad50bf29d14b21ee61f874b7 
on 28/06/10 by Eric. Must be due to the changes in CPPlotRange to accommodate 
negative ranges, but not sure exactly where.
