Convert documentation to use `piccolo_theme`

All Piccolo projects now have a custom Sphinx theme. Let's update Targ to use it.

Approximate time required - 1 hour.

[x] Update doc-requirements to use piccolo_theme
[x] Update conf.py to use this new theme
[x] Make sure the logo shows in the nav bar. A smaller version of the logo file might need to be created.
[x] Make sure everything looks OK
